Shelter Forum members are divided into two broad categories, namely, organizations and individuals. Organizational membership covers international and local (national) agencies such as Non-Governmental Organizations (NGOs). It also includes Community-Based Organizations (CBOs) and private sector companies. Individual members are those who may not be associated directly with any organization. The binding factor in the membership is a common interest in human settlements in general and shelter in particular. All the members, actively work in or are interested in human settlements.

Any organization or individual working in or is interested in human settlements and particularly in shelter development, qualifies to be a member of Shelter Forum. In order to join Shelter Forum, interested organizations and individuals pay membership fee as follows:
